Title: A Model of Neutrino Mass Matrix With $δ= -π/2$ and $θ_{23} = π/4$

Abstract: Experimental data have provided stringent constraints on neutrino mixing parameters. There are evidences show that the CP violating phase in the standard parametrization is close to $-\pi/2$ and the mixing angle $\theta_{23}$ is to close $\pi/4$. We study neutrino mass matrix reconstructed using this information and find several interesting properties. We show that a theoretical model based on the $A_4$ symmetry naturally predicts $\delta = -\pi/2$ and $\theta_{23} = \pi/4$. In this model, CP violation can be solely come from the complex group theoretical C-G coefficients. $|V_{e2}|$ is predicted to be $1/\sqrt{3}$ consistent with data. This matrix can be taken as the lowest order neutrino mass matrix for theoretical model buildings. Deviations from the lowest order mixing matrix expansion are also discussed.
