Title: A systematic construction of gapped non-liquid states

Abstract: Using 2+1D Abelian and non-Abelian topological orders and the different ways to glue them together via their gapped boundaries, we propose a systematic way to construct gapped states in 3+1-dimensions (and other dimensions). The resulting states are called cellular topological states, which include gapped non-liquid states, such as type-I and type-II fracton states, as well as gapped liquid states in some special cases. Some new type-II fracton states are constructed even using 2+1D $Z_2$ topological order. The cellular topological states are fixed-point states for a reverse renormalization of gapped non-liquid states.
