Title: A Wiener criterion for the fractional Laplacian

Abstract: We characterize regular boundary points for the fractional Laplace equation $(-\Delta)^su=0$, $0<s<1$, in terms of a Wiener type criterion involving a Besov capacity. The Kellogg property and a decay estimate for the solutions near a regular boundary point are also obtained.
