Abstract: We consider the following nonlinear Schr\"{o}dinger equation with a real-valued potential: \[ i\frac{\partial u}{\partial t}+\Delta u+|u|^{\frac{4}{N}}u-Vu=0 \] in $\mathbb{R}^N$. If an initial value $u_0$ has subcritical mass ($\left\|u_0\right\|_2<\left\|Q\right\|_2$), then the corresponding solution is global. Here, $Q$ is the ground state of the mass-critical problem ($V=0$). We study the existence of an initial value with critical mass ($\left\|u_0\right\|_2=\left\|Q\right\|_2$) for which the corresponding solution blows up. A previous study demonstrate the existence of an initial value for which the corresponding solution blows up when $N=1$ or $2$. In this work, without any restrictions on the number of dimensions $N$, we construct a critical-mass initial value for which the corresponding solution blows up in finite time and derive its blow-up rate.
