Title: Enhanced dielectric response by disordered nanoscale/mesoscopic insulators

Abstract: Enhancement of the dielectric response of insulators by disorder is theoretically proposed for nanoscopic/mesoscopic systems. The electric polarization induced by the external electric field/pressure is formulated as the adiabatically transferred charge from one edge to the other of the sample due to the change in the parameters of the system. In the disordered case with all the states being localized, this charge transfer occurs through the resonant tunneling, which is topologically protected. Realization of this idea is also discussed with accessible materials/structures.
